Elizabeth (Libby) Francisco

Chief Operations Officer

Tohono O’odham Gaming Enterprise

Elizabeth Francisco is the chief operations officer for the Tohono O’odham Gaming Enterprise (dba Desert Diamond Casinos and Golden Ha:san Casino). Libby, as she prefers to be called, has been with the gaming enterprise for 15 years and in her current position since October 2005. She is responsible for the operational oversight and management of three casino sites. She directs general managers to ensure efficient and successful operation of the enterprise, including compliance with tribal, state and federal regulations. She welcomes the challenges and enjoys the successes of being employed by the Tohono O’odham Nation’s Gaming Enterprise.

Francisco worked for the University of Arizona for 13 years before joining the gaming enterprise. She also completed her Bachelor of Arts Degree in Political Science with a minor in Economics in 1993 at the University of Arizona.

She is a member of the Tohono O’odham Nation and currently serves on the Tohono O’odham Community College’s Board of Trustees in the position of vice chair and the American Indian Advisory Council for the University of Arizona. She was named a Proven Leader in the 2008 Great Women of Gaming Awards.
